There will be no rider education in Angola, Bloomington or Kokomo in 2010. This is related to the numbers and dollars specified in the RFP, which reflect a decrease of more than 20% from the previous contract of nearly 7,000 in 2009 to 5,500 Basic Rider Course students allowed for in 2010. Indiana set a record for motorcycle registrations in 2008 with more than 200,000 and was off by less than one percent in 2009. Each of these registrations adds seven dollars to the fund (non-reverting, dedicated fund), yet the RFP for 2010 only provides $655,000 for rider training.

The Kokomo Motorcycle Safety Program (MSP) was one of the first rider’s education programs in the US starting in the early 1970’s and is the oldest continuously operating motorcycle training site in Indiana. Today, Kokomo MSP continues to provide rider education to the community.

Using materials from the Motorcycle Safety Foundation (MSF) under the guidance of the Indiana Department of Education, Kokomo MSP continues to teach new and experienced riders safe riding techniques.

The Basic Rider Course (BRC) is geared for those with little, or no riding experience. This course goes from basic motorcycle familiarization to basic street riding skills in a “hands-on” controlled environment. Motorcycles are supplied by the training facility. The students are responsible for providing their own personal protective gear.

The Experienced Rider Course (ERC) is intended for riders with at least 1 – 2 years of riding experience and 4,000+ miles under their belt. In the ERC students will practice many of the more advanced riding skills using their own motorcycle in a controlled environment.
